Bizzell is seeking an Administrative Investigator to conduct independent, objective investigation support activities, such as developing interview questions, investigation plans, document plan and collection of documents, review, and analysis of evidence, and prepare reports of investigations, etc. Administrative investigations may include allegations regarding harassment, employee misconduct, unethical behavior, Office of Inspector General referrals and/or other violations of laws, regulations, and policies. In addition, the incumbent may be asked to assist or lead activities in support of developing, or establishing, or maintaining a department-wide administrative investigations program such as, policy or template drafting, sufficiency reviews of investigator files/reports, training of U.S. Department of Energy, Office of Policy, Labor and Employee Relations staff, etc.

Duties/Responsibilities:

  • Conduct independent, objective administrative investigations, including developing interview questions, investigation plans, document plan and collection of documents, review, and analysis of evidence, and prepare reports of investigations, etc.
  • Assist or lead activities in support of developing, or establishing, or maintaining a department-wide administrative investigations program such as, policy or template drafting, sufficiency reviews of investigator files/reports, training of DOE staff, etc.
  • Conduct preliminary inquiries to determine the scope of the investigation.
  • Coordinate with the Convening Authority on initiating the investigation and completing all necessary documents to include Convening Authority charging document.
  • Develop an investigation plan to ensure the investigation results in a comprehensive report that has sufficient evidence for a merit determination and if necessary to support an administrative or disciplinary action up to and including removal from the Federal service, and from any third-party appeal of said action.
  • Perform case, policy, legal, regulatory, etc., research to support analysis and findings.
  • Develop interview questions, prepare witness statements, gather evidentiary documents, and prepare a comprehensive written report in accordance with the U.S. Department of Energy DOE's template. Prepare reports that are organized in a logical order/format to ensure clarity and flow of information. All reports have a tabbed table of contents and are finalized in pdf format.
  • Work in tandem with other investigators on large, complex cases. Collaborate with stakeholders to ensure transparency and open communication during the investigation process.
  • Provide both practical and classroom type training on all aspects of the administrative process.
  • Attend regular meetings to provide briefings on all open cases and other activities.
  • Develop/Implement process improvements, policies, templates, job aides, etc. to advance the overall effectiveness of the administrative investigations program.
  • Create and maintain comprehensive electronic case files.
  • Maintain case files tracker, ensuring all pertinent information is added accurately and timely.
  • Excellent time management, verbal, and written communication skills.
  • Performs other related duties as assigned.

Required Skills/Abilities:

Education and Experience:

  • Bachelor's degree in Human Resources, or related discipline desired.
  • At least five (5) years of experience in Administrative Investigations. Preferred experience in Federal Government Employee Relations.
  • Proficient in Adobe Pro and Microsoft Office Suites (i.e., Excel, Word, Outlook Teams, PowerPoint).
  • Must have excellent customer service, interpersonal, organizational, and problem-solving skills.
  • Effective verbal and written communications skills.

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
